I don’t think it argues against your point so much, as qualifies it - but looking at the highest grossing films in China (link), of the 24 American entries on the top 50 list, only four aren’t reboots or sequels: Zootopia, Warcraft, Avatar, and Skiptrace. That doesn’t seem to the case with their home-grown cinema on

Oh, most definitely - with every significant natural disaster that comes through, there’s at least some fraction of locals and people from far away who feel the need to snark “Well, that’s what you get for living there”, with little consideration of the natural hazards in their own backyard.

Perhaps, but it’s not clear to me that the relevant jurisdiction falls under the Warden of the North, rather than the Night’s Watch. If it’s the former, than that seems more like a general feature of Northern jurisprudence than martial.
