Don’t get your Keystones confused. Keystone XL is a new pipeline that is not fully completed. This one, which is just plain ol’ Keystone, or maybe Keystone Light was completed in 2010. For the record, yes it’s difficult to make a pipeline perfect, or technically it’s not, but it would be exceptionally cost prohibitive.
