The answer is that there is a market float beyond what is offered to insiders on the IPO.  Insiders are barred so they don’t overly manipulate the greater market due to their outsized holdings in the short time after the stock opens. 

Most IPO investors are locked for 180 days.

I’ve been on the Chinese high-speed rail out of Beijing.  Super comfy, and really efficient.  Cheap too.  Taken the Sapsan from Moscow to St. Petersburg as well.  Station experience is...unique, but once onboard, very reasonable, and infinitely safer than Russian regional airlines.  

Is that before or after the increase over the past couple of years of 50%.  Does that also include the suggested 15% to the guy who vacuums at night?
