Well California has been a great advocate and regulatory force for formaldehyde-free products, the manufacturers just follow the standards of California for products all over the country. It’s like what happened with car emission standards as well, the car companies make all cars follow the state’s standard.
I think it’s an old technique used on natural dyes, I believe. The formaldehyde warning is at least a couple of decades old. (I’m close, further Google research says 1987)
