It can definitely hold it. It just can’t hold it AND be a vehicle. Most roof racks are ~200lbs capacity.

No. FEWER people use their lights now. But more CARS have their lights on because it was codified into law. This is not an effective education tool. I have no problem with where it’s trying to go technologically... I have a problem with driver education and how it’s shit in the US.
