It’s supposed to go to the lowest qualified bidder and even then it’s not really supposed to be to the lowest. Public and government entities have discretion to balance quality and advantages against cost. Effectively it’s the best offer more than the lowest bid that’s actually supposed to get the job.
That sounds more like a construction/contractor issue, as opposed to design.

How on earth was traffic allowed to pass underneath a bridge that wasn’t yet fully supported?
It wasn’t built in a day, nor was it open immediately. That one span was built on the ground over some period of time, and placed in a day. The opening was planned to be next year.
From the pics, it looks like it wasn’t a bridge yet. Just the span had been put in place. The central vertical support and suspension wires (?) hadn’t been installed yet.
This is something you’d expect to see from an 80 year old bridge that has been falling apart and neglected for decades, not a brand new one. Somebody screwed up big time on this one.
