I was under the impression that chargers need to be hard-wired.

120v is surprising, 240v stings a little.  But one doesn’t want either across one’s heart.

My box is in the wall of the finished basement!  Very annoying!  So I put a 100-amp subpanel in the garage.  MUCH easier!

No matter which you’re working on, I presume you’d have the power off if you’re worried about getting shocked.  The risk for both would be 0.

Wiring 240V is the same as 120V, as you would know if you’re telling the truth, except you need to put in a double-breaker vice the single for 120v.
