The point is, mainly, what else is wrong? That is hardly a typo. It’s so obviously wrong that anyone with any understanding of math, science, engineering, etc., sees instantly that it’s WAY off.

Yes, contractors DO design things!

Find out who in the local government was getting kickbacks.

And why did no one check these things AHEAD of time?

Attention needs to be paid to why the contractor was hired, who he knew in the local government, and who in the local government stood to gain from the contractor getting the job.
