I would think this country, and even the current administration, would respond with a nuclear counterattack if such a thing were successfully executed. The significant problem would be attribution.

Yes - some local chaos, but no significant EMP. There would be some source EMP, but nothing more than a few blocks or so in either direction. Those people in the NYSE would have plenty else to worry about! Think blast, flash and radiation.
