You are correct. However, Obama refuses to approve the budgets that have passed both houses of congress. That is actually the issue. The President does not have the power to create or approve the budget. Congress does.

The budget is a large document that funds the entire government. If the president refuses to sign it because there is nothing in there for Planned Parenthood, that it seems to me that he is the one who is not following the rules.

I’ve done this several times as well. None of my vehicles have dealership decals on them. If I am looking at a vehicle and it already has a decal/emblem on it, I ask them to remove it as a requirement for me to purchase it. If they decline, they are effectively declining a sale.
