I fail to see why it matters. I’m using the same amount of data when watching Netflix on my tethered tablet as I do if I’m using my phone directly. It’s one or the other, so what’s the problem?
data is data is data no matter what the end device is, it’s not somehow different if you view it on your phone or a tethered device. if T-Mobile were really working for their customers, they wouldn’t even make the distinction of unlimited phone vs a tethering plan. this is purely a money grab.
