That's more likely an issue of licensing. Those companies have most likely licensed those technologies for use in their products. HTC, Samsung, etc. have not licensed the Apple technology that is being used in these cases.

With regards to the HTC lawsuit, I wouldn't say they got jack squat, they did get HTC to implement the change, which was, really, their ultimate goal. Making the other company stop copying what they do. That's arguably priceless. One has to wonder, if the change was so easy for HTC to make, why did they need to do it

Programming on the iPad is easy. There are tons of apps for that, at least the writing code part. Compiling would still be left to desktop solutions as far as I know.
