He may not have tried to intentionally dislocate his shoulder but he did intentionally jerk his arm - probably to prevent him from getting to the ball. Either way, it ended up in a dislocated shoulder and an injury so he should be punished for it.
You don't throw your shoulder into the shoulder of the arm you are holding accidentally. As I mentioned above, it is a very common move in wrestling. And I have never seen it done accidentally.
One frame does not tell the story. Watch the whole thing and see that Olynyk pulls the arm at an angle that is intended to hurt.
