It’s not a disconnect in their minds.. They believe that the court system is for them, other members of their class, and their businesses to enrich themselves and protect their property. “Tort reform” is just their outrage that ordinary plebes might have access to that system, much less hold their betters accountable.

Big disconnect between GOP and lawsuits. Ask Rick Santorum, who was huge for “tort reform,” yet his wife was busy suing her chiropractor for malpractice or Trent Lott, who when Katrina wrecked his home, was one of the first to file suit against his insurance company. 

If other republicans I’ve talked to are any indication, he’d argue that he really needed it and his situation was different, seems to be the go to reasoning whenever they’re massive hypocrites.
