Because you can buy a brand new Corolla for the same money as a 3 year old one or a little more, and get a lower interest rate buying new vs used, which can actually give you a lower monthly payment and give you a 3 year bumper to bumper warranty on top of that.

Doesn’t matter. Because last time I checked, engine swaps in california require all the original engine’s smog equipment to be present and working, and in the original place. Including the cats, smog pump, emissions solenoids and vacuum system, canister and purge valve, EGR, everything.
