Fishy in drag doesn't refer to vagina smells. It refers to queens who look way too much like women and can pass for women even in day drag- ie, they could actually just be real women. It's really old-fashioned, 1940's gangster movie type slang, actually, for a situation that doesn't feel right. It's suspect. Fishy.
