Yeah, it just looks like the American's weapon has blown up in their faces. The Russians have no reason to do anything besides say they had it coming and keep arguing.

I never thought making it Manhattan made any sense. The point from the comic is that it's a completely foreign threat, that nobody would blame or recriminate each other over its existence. Dr. Manhattan was an American, made in America. Everyone else in the world would be resentful of that fact.

Everything you liked about it was probably direct from the page. The actual changes are just to the part of the plot that gets explained right at the end in both versions anyway.
