In soccer, no-one “buys out” contracts in the transfer process. It is rather more simply a case of Club X agreeing to pay Club Y so many $$ for a player currently under contract at Club Y. The player agrees personal terms (i.e. a whole new contract) with Club Y, and the transfer goes ahead.

Eh, this is quite different from the Russian League. Russia is part of Uefa, and it has had a professional league for much longer than China has had. And they’ve had a strong national team for decades.
