This is actually a good idea. They run this scheme in France, and new drivers have a lower national speed limit for one year. They also have zero alcohol tolerance for newbies. I HAD one of these when I was 18. It was GREAT - handled brilliantly through the alps, but I had to replace the ignition switch with a rocker switch on the dash and none of the electrics really worked. It was a really cool car (apart from the seriously ugly green colour!) My mum thought it looked like a roller skate!
