Again this is why we need an equivalent to the car stereo test. You can’t count on your audiences seeing the thing in perfect conditions. And frankly even in ideal conditions I would prefer to see the people’s faces.

If we don't enforce a rule for years, and then suddenly start enforcing it, that's a great way for us to lose a grievance against our union. It's called precedent.
Comparing having something out in the open that the city chose not to enforce (pretty much the only way people would know about it) for years until they suddenly altered course to a crime that the perpetrator know was illegal and actively hide so as not to be caught is a horrible analogy.
