Making PSX styles is pretty easy nowadays. This example is for Unity, not Unreal like this game is. But for $20 you can make your game look like a PSX game. Then its just up to the 3d modeler to not go overboard on polygons and texture details.

I dunno , even for its time it was simplistic , but that was the point. The deep deep sound effects and its gradual speeding up (caused by the cpu being less taxed every time you killed an invader ) really were immersive .Plus with the artwork , proper amgled mirror display and coloured screen it looks good .
