It’s not baffling at all. Microsoft paid for the game to be translated and released in English, so it’s a timed exclusive for Xbox and Windows 10. Sega should’ve released it in English on their own, years ago, but they didn’t. Without Microsoft, there would never have been an official English version for anyone.
I’m not saying they’re perfect, but this is easily the best they’ve ever looked IMO. NetherRealm has always been bad at modeling realistic humans.

So you meant that modern Sega games sometimes get updates, like games from every other developer and publisher? Okay, but that’s not a very meaningful point to make.
But Panzer Dragoon: Remake *is* good, it just needed some tweaking via updates. And Streets of Rage 4 is good too, so I’m not sure which disappointing developers you’re thinking of.
Sega didn’t develop Panzer Dragoon: Remake, only the original Sega Saturn, PC, and PlayStation 2 versions.
