No actually this is a good idea. Someone with a permit has at least had some training with how to use their golf carts on public roads. I’ve been saying this exact same thing for a while now. All infrastructure needs an update to accommodate heavier vehicles and it won’t be cheap. I’d be a lot more wary of any structures that store cars higher than the 1st floor.
Honestly, scrap it. The oligarch clearly doesn’t miss it and it’s probably better to recycle the whole thing than let it keep taking up resources.
