ADS-B Out broadcasts the locations of equipped planes, no ground radar required. These planes are required to have ADS-B Out. They are not required to have ADS-B In to show other aircraft and neither is the airport. It is nearly criminal that the FAA has refused to act appropriately. 

There are so many affected cars that the ones Kia/Hyundai have addressed are a drop in the bucket. On top of which, because so few have been addressed, the ones that have still get broken into, the steering column destroyed, and the fact that it is unsuccessful still leaves thousands of dollars in damage.
