I think in a fuel cell the temps aren’t high enough to create NOx. Unless they don’t mean fuel cell->electricity but fuel cell as in fuel tank.

It depends. For engineering what happened to the Bolt is not stunning. It happens that suppliers will screw engineers and the production line over by providing parts that are garbage in a way that isn’t detectable.
