Yes you can. A lot of the helmets will have multiple certifications. Some choose to do only DOT and ECE and some choose to go the SNELL route. A lot of the non-US companies have ECE cert on some helmets, like Arai, AGV, etc. That way they can sell them in the European countries.

Yes ECE and Sharp standards are much more efficient at guiding helmet manufacturers to make protection that does the job right. I personally don't specifically look for snell ratings. I look for DOT and ECE ratings.
