I’ve heard there are problems with the computers not allowing the charge even when it is off because it is too low of Wattage. I’ve had this problem using crappy usb wall plugs with our iPad. It takes so long to charge it’s almost not worth it...or maybe my kids smashed some mashed potatoes into the port!
