If a refereeing team has been deemed not to have fully assessed an incident involving a ‘coming together of players’ or an incident of violent conduct or an off-the-ball incident the FA can retrospectively punish. This tackle would fall into the first category.
re 2: The FA can retroactively discipline people however much they want to, they just choose not to as they don’t want to undermine their refs.
No idea what the easiest way to do it is but I used a result predictor tool and went back over the whole of this season. I managed to get 24 teams with winning records. This is probably mathematically the best you can do as you need 1 whipping boy in each division but I’m all ears if anyone can do better.

Iceland and Wales would’ve almost certainly qualified for the Euros even if it would’ve been a 16 team tournament. And Euro 2016 was beset by an awful group stage where nobody really bothered going for it as it was possible to go through with 3 points.
