Japan was never complaining, they were applauding it. it was white Americans that were complaining about GITS.
It’s mostly just you. The game still looks pretty good even in 2016. Ueda’s games always have had this weird realistic mixed with stylized cartoon look.
Hard to explain, but the backgrounds and settings have always had a very realistic art style but the characters have a certain stylized look.

You really need to see the Kenshin live action movies, most agree it holds up quite well to the anime and manga.
Sometimes those live action remakes are good. Take the Rurouni Kenshin live action, it was spectacular, with the only bad part being that the jerks stopped at the Kyoto arc and didn’t continue doing the Jinchu arc.
