I'm such a bad driver that I lost my door mirror while I was sitting in my apartment and someone sideswiped my car.

Considering that the riders in the left lane were at the same speed as the ones in the right and were not looking to merge over or pass, I would say that counts as blocking.

The bikers were blocking both lanes. That's their contribution to the accident. It doesn't matter if they were going speed limit or not, traveling in the left lane isn't good etiquette and is downright illegal in some states.
