The road isn't open to local traffic. If you look at all the junctions/driveways they go past they're all blocked by banner tape. The VW driver likely didn't care and deliberately drove through one of those taped off junctions.

Probably didn’t know, didn’t care, or deliberately wanted to fuck shit up (I’ve seen all three). If they came in from a minor side junction or a driveway there would have only been some banner tape and maybe a volunteer or two in reflective vests.
