Please explain how a site like YouTube would operate it it were run by someone who actually did want to crack down on infringement. IMO, as long as user can upload videos that contain audio this will occur.

I have zero sympathy for Google/YouTube. I think they knowingly facilitate infringement and only pay lip service to cracking down on it. With Google it’s always about them and how much ad revenue they can squeeze out of someone. Something like this would finally hold them accountable, which is why they don’t want it.…
