Those balistas can’t aim straight up, & it probably takes a while to bright them around to shoot aft. SO if she flies high, up over their heads, & comes straight down or from behind, she could light up

And which is literally a day’s sail from the capital, where Cersei has a larger and better fleet. Where they have a weapon that can threaten a dragon.

The urgency, at this point, is how people choose to spend their last living hours. The episode only covers a handful of hours, most of which occur after the battle plan is finalized and everyone is dismissed “to get some rest”.
