Honestly I prefer to run with my lights on all the time period. You never know when the added visibility of your car will help.

Also, for my understanding of the European context... level 1 isn’t a thing (when a normal outlet in many European countries is 220-240 volts, 13-16 amps, of course it isn’t).

VW’s cheat was specifically designed to avoid EPA testing, and while the EPA didn’t intially uncover it, they did a lot of important work to investigate and prosecute it, and are continuing to do a lot of the work to approve any repairs and make sure VW is keeping its side of the bargain.
