The difference between the F-35 and the F-22 is akin to the differences between the F-15 (not the E model) and the F-16. Or, in the Navy's case, the difference between the F-14 and the F/A-18 (again, not the E model) Hornet.

They certainly could, but the larger issues of the plant even being as susceptible as it is will probably go unaddressed. Like the location of the generators, or altering the security fences, setting up the necessary training with other agencies and departments to train for a disaster....
