That have one like that where i live as well. The area used to be overrun with drugs / drug deals / other sketchy shit and was getting more and more unsafe to even walk by (it’s right near a bunch of residential properties, so there is regular foot / cycling traffic) - it’s a constantly-used park now and is much safer.

Ok, well you made a blanket statement that simply is not true in all examples. I was providing you some information you were clearly missing, as I thought perhaps it might be helpful.

They work really well to prevent such things in the city where I live. I rarely see anyone skateboarding on public property outside of skate parks, and it used to be a big problem here before the parks were built. At most, it’s an occasional person rolling calmly down the sidewalk to/from work - those who do that here

The phrase is used to mean “raises the question” (essentially what the OP is saying it does not mean) by writers on this very site (obviously) - as well as by reputable news outlets / commentators and people in business and casual conversations. That you may not frequently see / encounter / notice it doesn’t mean it
