This is just false. I’m a delivery driver, I just got home from working tonight (in Philly where it’s a mess right now) and I’m scheduled to work from 11-9 tmrw and we’re expecting 16 inches. If I am already working, I want to make some money. If a place is open for delivery, order it, and tip well. End of story.
