MILLIONS of people ride the subway every day. You have more of a chance of dying from the bad fentanyl you buy behind the Applebee’s dumpster in your shit hole town.
There are literally thousands of people in the outer boroughs and less affluent exurbs that are poor and because of bad train and bus service are forced to take 20 year old hoopties in to the city. These people are poor. This is another expense for them.
It does not charge wealthier people more than poorer people. That makes it by definition a regressive tax. It shifts financial burden for a societal problem to people with less resources.

Whatever income is generated by regressive congestion pricing will not be nearly enough to upgrade New York’s severely taxed public transit. There will also be the pressure from Albany to just reduce other funds to MTA as any funds from the regressive tax of congestion pricing comes in.
