You can put Vienna, Austria high on this list. When I was there, Summer before last, alcohol was served almost everywhere and I saw walking around with it, chilling near parks/fountains, and even on the subway. Small correction to your post: the number one source of revenue for most airlines is the money they get from selling rewards miles to credit card and financial institutions. Although, I agree with your point that Airlines will probably be against this for various reasons.
