That is what the review sounds like, but it's not really true of the movie itself. More of this movie takes place outside of the ocean, that is absolutely true, but the balance isn't nearly as different as they claim, nor does it affect the movie, or how breathtaking it is, in the slightest.

I will always be a "defender" of T3, in that it's not a great movie, it pales in comparison to the first two, and the T-X was stupid … but damn if it didn't have some great action scenes. Especially that big truck race sequence.

I do wish she got more work, but I think she just has a very narrow range. I remember being elated when she popped up in Star Trek, but within 5 seconds realized how horribly miscast she was.
