Wasn’t there a whole subplot that got cut from the original movie that implied that Sarah was really Jareth’s daughter? So Jareth stealing her baby half-brother was really just a ruse to get his actual offspring to inherit his throne? 

Maybe just have Sarah (Jennifer Connelly) get pulled back into the Labyrinth after Jareth’s death as the new Goblin Queen? They could make her a sympathetic and unwilling protagonist, or just have her go completely batshit crazy and embrace it as the new villain.
