I've heard it too, but 'build it and they will come' absent other conditions tends to fail, often making things worse as it loses money the city didn't really have. Detroit simply has too many negatives for anyone to care if they're building an antigrav monorail or whatever.
Unfortunately, now they can't afford it. By the time Detroit finishes knocking down acres of abandoned structures, either the population density will be too low to support it, or everyone left will live within walking distance anyway. (Well, maybe not, still.)
