Even then, replacing a weed cloth every couple of years is less cost and maintenance compared to a grass lawn.

It doesn’t matter who does it, it’s about the frequency of the mowing. If you use your lawn on a regular basis, your neighbor kid only mows it every now and then and you say that you don’t water it, then I don’t see the problem.
