I still don’t like his attacks, his Twitter attacks, if you will, on other politicians. I don’t think that’s appropriate. But, at the same time, his actions speak louder than words.

I want it to be shade, but I think he might have been referring to Hurricane Irma and Harvey. His brother was (still is?) a search & rescue pilot and has done rescues for the British Coast Guard. Harry has also met with US Coast Guard so I’m sure he followed news of it closely.
