It's not that they're HARDER to manufacture. What they're saying is that they don't have the manpower to manufacture white ones when the black ones are more popular. That's why they said White ones "have proven more challenging to manufacture than expected".

Most iPhone 4 owners will at least put screen shields on the front and back. Others will cover their phone with a Bumper or some other case. Others will use a combination of the two.
