Not really. Scopes are not regulated items, unless they have certain military features like a ranging ability (and even they are only regulated for export). Only the firearms themselves and the magazines in certain jurisdictions.

Probably the people being killed in the streets of Chicago, Detroit, LA, etc. are being killed by others with assault rifles using a 10x scope.

There is no such thing as a “laser powered rifle scope.” What is pictured appears, hilariously, to be a scope that happens to have a laser on it as well as a reflex sight.
