It’s not about excluding Tesla. It’s about excluding high volume EV makers because they don’t need subsidies anymore the same way newer EV makers do. It’s just like the old federal subsidy program that Tesla also capped out on.

Based on a quick google search, the big concern with the waste is less with the Radioactive waste (mostly low lever tritiated water with a half life of 12.3 years), but the HUGE stockpile of diesel fuel, biohazard waste and chemicals that were banned many many years ago for being a health hazard.

It’d be stupid if this were a personal beef, but even factoring in what a petty grandstanding asshole Newsom is, the fact of the matter is Elno is actively fucking with politics and causing enormous damage because his feefees are hurt. Newsom quite reasonably doesn’t want to keep paying Elno to do that.

So in other words he'd create space for somebody else to build a larger charging network in one of the biggest car markets in the world?

I would imagine the response from Musk would be to slow down deployment of upgrades/expansion of the Supercharger Network.
