The OnStar statements are especially funny, because OnStar works via cellular connection. When I bought my 2nd gen Aurora, I got a letter in the mail almost immediately saying OnStar would stop working soon, and they could upgrade it today! For a small fee. And a new subscription. Yeah no dice. 

So here's a question. Can you opt out of using these features on new cars? Turn off the telemetry, maybe even the mobile data?

You're tech department is most likely preparing for the end of Windows 10 support which is supposed to happen in 2025. Realistically I don't see this happening. Win10 currently accounts for around %70 of all windows users. If they drop support for that it will be a PR and security nightmare.

Considering his track record of promising things and never delivering (Hyperloop, several boring company projects, the entire cybertruck fiasco) I'd say build it first, then if it meets open specs for charging then we the taxpayers will pitch in on the bill.
