It's not a sequel for sure. I got to see a screening of it in May and spoke to George Miller after. I specifically asked him - reboot or sequel? He said it's kind of neither. He said it's like you took the 2nd movie and mad something between a sequel and reboot of that. Having seen it, that's what it felt like.

3D videos are videos with two video feeds, one for each eye. Those feed are mostly the same except for slight differences that create the depth perception, so yeah, you could expect some way to get higher compression rates compared to raw files.
