I spent $600+ on a video card and hairworks still gives me a nasty performance hit.

This is made by Nvidia. Chances are, even if your graphics card did have the power, they would lock all but their newest cards out of Hair acceleration to increase sales. And then perhaps a new driver that takes away that feature when there new cards come out, like what they did with laptop users.
